His records be corrected to reflect award of the Air Force Longevity Service Award (AFLSA) and any other awards he may be entitled to.

He would like to receive all the awards he is entitled to.
In support of his appeal, the applicant provides a copy of his DD Form 214, Armed Forces of the United States Report of Transfer or Discharge.

STATEMENT OF FACTS:
On 11 September 1962, the applicant enlisted in the Regular Air Force at the age of 22 in the rank of airman basic (E-1). He was progressively promoted to the rank of airman first class (E-4) effective and with a date of rank of 1 June 1966.
On 8 September 1966, the applicant was honorably released from active duty and transferred to the Air Force Reserve. He served 3 years, 11 months, and 28 days of active duty of which 1 year, 3 months and 4 days was foreign service. His DD Form 214, reflects he was awarded the Air Force Good Conduct Medal, Small Arms Expert Marksmanship Ribbon, and the National Defense Service Medal.

AIR FORCE EVALUATION:
AFPC/DPSIDR recommends denial of the applicants request for award of the AFLSA. DPSIDR states the AFLSA was established on 25 November 1957 to be awarded to all service members of the United States Air Force who completed four years of honorable active or reserve military service with any branch of the United States Armed Forces. According to the applicants DD Form 214, dated 8 September 1966, Box 24b, Total Active Service, he served 3 years, 11 months, and 28 days. This renders him ineligible for the award.
DPSIDR states that they were able to verify the applicants entitlement to the Air Force Outstanding Unit Award (AFOUA) while assigned to the 51st Civil Engineering Squadron, Naha Air Base, Okinawa, from 2 June 1965 to 6 September 1966. His record will be administratively corrected to reflect this award.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 24 April 2009 for review and response within 30 days. As of this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or regulations.
2. The application was not timely filed; however, it is in the interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the existence of error or injustice with regard to the applicants request for award of the AFLSA. However, we note the Air Force office of primary responsibility has agreed to administratively correct the applicants record to reflect the award of the AFOUA. Inasmuch as he has not provided any documentary evidence to substantiate his claim that he is eligible for the AFLSA, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that relief beyond that already granted administratively is not warranted. Therefore, we find no basis to favorably consider that portion of his application.

The applicant be notified that the evidence presented did not demonstrate the existence of material error or injustice; that the application was denied without a personal appearance; and that the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
